Where the bites are tells you most of it. Fleas bite ankles and lower legs; bed bugs bite whatever is exposed while you sleep. And the insects themselves are flattened in opposite directions — a flea side to side, a bed bug top to bottom.
The one thing that settles it
Which way it is flattened. A flea is compressed side to side, so it looks narrow from above and tall from the side, and it is built to move between hairs. A bed bug is compressed top to bottom, so it looks broad and oval from above. Put either on white paper and the difference is obvious at phone zoom.

Why they get confused
Both are small, dark, wingless and feed on blood at night, and people usually arrive at the question through bites rather than through having caught one. Bites are the least reliable evidence either produces — reactions vary enormously between people, and several things that are not insects at all produce similar marks. So the confusion is real, and the way out of it is to stop looking at the skin.
If you still can’t tell
Do the tissue test first: comb the pet or wipe its bedding onto damp white tissue and look for rust-red smears. That is dried blood, it confirms fleas, and nothing else on this page does it. If it comes back clean, go and look along the mattress seams and the headboard joints for dark smears and shed skins. If both are clean, consider that nothing is biting you — carpet beetle larval hairs cause a rash routinely blamed on both.

Can I have both?
It happens, though it is uncommon. The evidence is different for each, so check for both rather than assuming the first one you find explains everything.
Do fleas live on people?
Not really. Cat fleas will bite people readily but do not establish on human hosts — they live in the carpet and on the animal.
Why do bed bug bites appear in a line?
It is often described as breakfast-lunch-dinner, a bug feeding more than once along a blood vessel. It is suggestive rather than diagnostic; plenty of bed bug bites are scattered.
Which is harder to get rid of?
Bed bugs, by a distance. Fleas respond well to treating the animal and the environment together; bed bugs usually need professional treatment because a partial job leaves a population that recovers.
